Hi Prashant,
Yes, you can apply for M.Sc Physics at IIT. For this, either you can go for GATE exam held every year in month of February or IIT JAM exam to become eligible for Master's degree from IIT. Then, you can easily go for IIT institutes. Good luck.

Yes, a Diploma student can apply for IIT UG, as lateral entry form. But, for that they have to qualify JEE exam.

Both are equally good but in my opinion, you should prefer IIT because the placement record of IIT is good. IIT also has a good course curriculum with good infrastructure and good/helping faculties.

Pritesh don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies.
