I am sorry to say that IIT doesn't allow lateral entry. You can not apply in IITs on the basis of Diploma. If you have to apply for IIT then after 10+2 take JEE then it is possible.

If you take admission in IIT and NIT, then you score more than 260 out of 390. Then, a chance to get admission in IIT and NIT.

Written Test:
Shortlisted candidates will be called for the written test conducted by the college based on marks obtained in Common Entrance Examination for Design (CEED).
Personal Interview:
Shortlisted candidates will be called for Personal Interview based on marks obtained in Written Test conducted by the college.
Final Selection:
Candidates are selected based on Common Entrance Examination for Design (CEED) marks and performance in Personal Interview and Written Test.

As far my knowledge goes lateral entry in 2nd year (3rd semester) after the completion of Diploma engineering is not allowed in IITs.

No, actually, you cant get in IIT or NIT if you are opting for lateral entry. If you want to take direct admission in the 2nd year you cant opt for state colleges or you can go ahead with many private engineering colleges.
