Sorry, but you should be above a particular rank to get into any IIT. And, since you haven't got any rank, you will not be eligible for any IIT college.
Try for other colleges based on JEE Mains.

If you are interested in Chemical engineering, then you can go with IIT KGP. But, if you are more into electrical or coding, then opt for BITS, Pilani. Placements in EEE BITS Pilani are better than IIT KGP.

No, as the JoSSA counseling will end in the last week of June and you got your results after July. So, they couldn't wait for your result as there are many students who are waiting for a seat with their marks.

The infrastructure, environment, the alumni, placements everything will say you to consider BITS-Goa.
