Hi,
You can do multimedia and web designing courses anywhere as it has ample opportunities and there are various institutes, coaching classes and training centers in Ahmadabad as it is one of the hub for the different courses of web designing and many more other digital courses.

To get admission in NIT, a candidate must appear for JEE Mains. Unless, you appear for the entrance exam you won't get admission in National Institute of Technology. The eligibility criteria for entrance exam is class 12th with PCM as the subjects.
Apart from IIT and NIT, most colleges in India offer lateral entry for Diploma students. These colleges do reserve some seats for lateral entry students.

In my opinion, HC Verma is a sufficient tool for JEE mains and advanced. If you have a strong foundation, then solve problems from it. This will strengthen your concepts. However, if you want to make your fundamental clear, I would suggest you to refer some other good books like Pradeep or ABC.

Diploma holders in engineering are not eligible for admission in B.Tech as IITs do not have provision of lateral entry admission in B.Tech. If you have done Diploma after 12th, you can appear for JEE to seek admission in IITs.
