No, it is not necessary for a student to be graduate. He/she can even apply for event management Diploma course if he/she is in school.

From what I read, it is a private University under Maulana Abul Kalam Azad University of Technology.
I personally saw the reviews and it seems mostly positive. So the leadership and development program could be a good choice.
