Yes, 10+3 is eligible for IMU CET exam. According to the eligibility criteria for undergraduate courses in the field of Maritime studies offered by Indian Maritime University (IMU), candidates who have completed 10+2 with a minimum of 60% aggregate in PCM and a minimum of 50% marks in English subject in 10th/12th examination are eligible to appear for IMU CET exam

Not sure about your rank but, no one knows the minimum marks required to qualify it. In the end all we get to know is our rank. A PDF file is published on the IMUCET website which enlists all the candidates who have qualified the CET along with their rank, name, application number, category. You also get a pdf of rank Certificate.

Yes, however, Students who have completed through the boards which are classified as Fake Board by the Ministry of Human Resources are ineligible to appear for Common Entrance Test for admission to Indian Maritime University. As you know NIOS is a recognised board So the candidates who qualify from this board are considered eligible for admission to Indian Maritime University, Because the basic eligibility criteria for IMUCET is has given below:

IMU CET Eligibility Criteria for Bachelor of Technology (Marine Engineering) and Bachelor of Technology (Naval Architecture & Ocean Engineering):
Passed Class 12 (Physics, Chemistry, and Mathematics as the main subject with a minimum 60 percent average) or equivalent. Obtained 50 percent aggregate in English subjects in Class 10 and Class 12.
Schedule Caste/Schedule Tribe students will get a relaxation of 5 percent but it is not applicable to the English marks.

You are eligible for following courses of IMUs as under, because the other courses required 60% aggregate marks in PCM.
1. 3 Year B.Sc. (Ship Building and Repair) Offered only in one Affiliated Institute
Eligibility criteria : 10+2 or equivalent (PCM - 50% average and minimum of 50% marks in English subject in 10th / 12th Examination. )
2. BBA (Logistics, Retailing and commerce) offered at Chennai and Cochin
Eligibility criteria : 10+2 or equivalent (Minimum 60% of Aggregate marks in any stream and minimum of 50% marks in English subject in 10th and/or 12th Examination. ). .
