To practice medicine profession abroad, in any country abroad you must pass the respective council exam and meet their standards. Check the ABDA website which is the Pharmacy Council of Germany.

Candidates can check below for the highlights of MCI/FMGE 2017 Eligibility Criteria:
Candidate must be an Indian citizen or overseas citizens of India
