Yes. PG course in Horticulture are approved by ICAR. The first batch was 2014-2015 and from there on there are many batches passed out and it's totally approved and taken care by ICAR.

Hello Tripura hope you are doing well, you got 78 percentile in ICAR UG congratulations for that. Coming back to your question it is little bit difficult to get admission in B.Sc. Agriculture with this even though you belong to General EWS category. Hope it helps you.

In B.Sc. Agriculture the average rank for OBC category is 5000 - 8000 AIR but do check the cut-off for the colleges you are applying.

For checking your chance of admission you have to look for your rank not percentile because the cutoffs are released in rank format not in percentile. You can check previous year cutoffs from the below link
