The total IIT Delhi MTech fee for students belonging to the General category is between INR 1 lakh - INR 2.6 lakh. The institute offers fee waivers based on category and income slab. In addition to this, IIT Delhi also offers several scholarships and fee concessions based on merit and financial need of the students. Therefore, the BTech fee at IIT Delhi is affordable.

Yes, there are fee waiver for family income less than 6 Lacs and it depends on category too, if you are from backward caste with less income, you will get 60-100% fee waiver and scholarships.

IIT Mandi has been ranked 31st by NIRF for B.Tech Mechanical engineering amongst the top engineering colleges in the country. While IIT Tirupati and IIT Dharwad were recently established and haven't been ranked yet by NIRF.
