If he thinks that he has x-factor to crack it,and he is ready for super hard work.than it will be the best decision.
But in my opinion if he is getting the nit, which is a among top 4 than he should take admission this year.

Hi
The best plan is what suits your calibre, just take a look at the interviews of the toppers of last few years and the common things which I noticed are as follows:
1. Be strong with concepts from NCERT.
2. Study for atleast 3-4 hours apart from coaching and school.
3. Be regular in studying and clarifying your doubts with teachers.
4. Take lot of mock tests to understand tricky questions.

Congratz on securing a good rank in GATE. You may get admission into IIT based on your rank and talking about the placement records i IITs, they provide one of the best placement assistance in India to their students. However in case you are interested for some private universities or scholarships you can also check out universities like Amity, Lovely Professional University. You can get good amount of scholarship based on your GATE score in these universities and also their placements are somewhere in the top batch.

For M.Sc. Chemistry (IITB, IITD, IITG, IITK, IITM, IITR) and Joint M.Sc.-Ph.D. in Chemistry (IITKgp) eligibility is Bachelor's degree with Chemistry as a subject for three years/six semesters and Mathematics at (10+2) level. Indian Institutes of Technology (IIT) conduct Joint Admission Test for M.Sc (JAM-201x) in around February every year. The JAM online exam will be held mostly on Sundays

My friend both college have their own importance. As IIT/ IIM they are top institute cannot be compare with any other college.

Revise the notes thoroughly and improve on your weak areas.Get a rank in top 100(for CS) or rank till 2000(for Eng .Physics) and you will get IITD.
