according to my knowledge, all IITs are old.in this rank, you have a fair chance of getting an IIT, with your preferable branch (please check their seat matrix).Changing branch depends upon your performance in first year.

I don't exactly get what did you meant by pay but if you are asking about the fees, its not official yet but the fees from next batch (2016) will be around Rs.2,60,000/- for 1 year (2 Semester). The fees for previous batches was Rs.1,50,000/- for 1 year.

You have to clear JEE advance in order to get admission in IIT Bombay. You can give JEE advanced 2 times once in your 12th class or in next year after completing 12th.

No it is not possible to get admission with your JEE mains score, the only way to get admission is based on your JEE Advanced All India Rank.
