Yes you can take two majors in IITB but do confirm it from their official website.

No you cannot get into IIT Bombay with cat percentile of 88.

You should go with Washington University in St. louis because it will give you more exposure.

No PCB is not accepted to get admission in engineering.

You can get high package based on your skills and interview.

You can easily get the IIT Bombay syllabus of the B.Tech course Electronic Communication Engineering by going through its website. Or else you can contact any of the IIT Bombay seniors they will give a clear Idea.
