To be eligible for GATE (graduate aptitude test in engineering), you need to M.Sc after B.Sc. Only BE / B.Techand B. Arch graduates are directly eligible for GATE.

You need have at least 75% in your HSC or 65% if you belong to SC, ST or PWD candidates. If these are not applicable, then you need to be in the top 20 percentile (top 20% students from your board ) then you are eligible.
If you don't satisfy these conditions then you are not eligible.

There are no particular cut off marks for getting admission into IITs. They vary every year. There are specific closing and opening for every IIT and that too varies.
So, I may say in terms of ranks. Your rank should be below 2000 or 3000 (for general category) to get admission into IIT Bombay for chemical engineering.
