Yes, you can do CPL after Electrical engineering but you will not get any benefit of this as both the course are totally different.
It can be useful in one way that if by chance you failed in getting job after CPL you can use your engineering degree to find another one.

But, no worries there is still chance for you. Just appear for Physics, Chemistry and Maths next time at 10+2 level, and then you can join this course.

The exam pattern is NDA based. You can easily clear the exam once you prepare wholeheartedly.

I have known people who have completed their CPL in just 6 months and some others who have taken 3 years.
You need to clear CPL exams and complete 200 hours of flying in prescribed format. Once done with these requirements you can get your CPL issued in just one months' time.
