There are numerous government organisations which recruit the candidates with B.Tech in Information Technology. Some of them are NIC, ERNET India, HARTRON, STPI, BHEL, ISRO, OBGC, VSSC, CDAC, SAIL, NTPC, etc.
Bank -You can apply for Bank jobs like Probationary Officer and for IT-Officer and many more jobs in the bank also.
Civil Services - You are eligible for the IAS, IPS like Civil services after graduation in Computer Science.

There is minor difference between B.Sc CS and B.Sc IT. There is an overlap of syllabus between 80 to 90% in both the graduation degrees. Syllabus of CS emphasise on theoritical Computational Sciences. IT emphasise on computer application in business. Both graduation degrees can help students to get junior level developer and tester role. Students are advised to plan education upto PG for a meaningful career in IT industry.

There is no seperate cadre for IT professionals in Central or State Governments. Computer Science is not a subject in Indian Engineering Services examination. However, IT professionals can get jobs in Government entities such as NIC, NITS, CDAC etc.
