Yes, you can definitely apply, but in order to get a good college for that particular course, you need to prepare for the designing entrance exam, based on which you will get the college you desire.

As per the official website of INIFD, The course fee was INR 1,10,000 per annum. This is just the course fee with no hostel fee included.

I am assuming it should be somewhere around 3.5 lakhs but you should rather contact the college directly for the information as the fee structure is not explicitly announced by the institute.
