No, colleges such as JSS Academy of Technical Education, Galgotias University, Kamla Nehru Institute of Technology (KNIT), Institute of Engineering and Technology (IET), and Harcourt Butler Technical University (HBTU) are not a part of the Joint Seat Allocation Authority JoSAA counselling process. JoSAA is a centralized counselling process for admission to Indian Institutes of Technology (IITs), National Institutes of Technology (NITs), Indian Institute of Information Technology (IIITs), and other Government Funded Technical Institutions (GFTIs). Yes you have fairly good chances of getting a seat At your preferred college. Nothing can be exactly predicted about the branch but the chances are bit low of getting into the CSE branch. With this score of yours you can even get into the NITs or IIITs of your home state or others too but it might take almost last rounds of counseling.

IET DAVV does not offer CSE or IT branch. However, it does offer Computer Science and Engineering, and Information Technology. Your rank of 28520 would not be sufficient for admission in these courses.
