You should take into account the timeframe of a Diploma and a degree, the ratio between practical and theoretical knowledge and the credit requirement of the course. A Diploma course usually takes lesser time as compared to a degree course. This is because the aim of a Diploma course is not to impart general knowledge for a more rounded education, rather it focuses on specific one. I guess no because both are different courses and cannot be done as both are graduation courses and according to UGC guidelines, you cannot do two different courses together.

The fee structure of Diploma in Interior design varies from institute to institute. The approximate fee would be around 50k to 1lakh for a 1 year full time Diploma course. Bachelor's degree of minimum 4-year duration in any specialisation, after 10+2 system, from any university or institute recognised by law in India.
Condition: Applicant must (have passed/have appeared for/be appearing for) the Bachelor degree examinations before July 2018.
