No, it is no legally accepted to pursue two regular courses together. You can although pursue a regular and a correspondent course simultaneously.

For any degree, you need to have passed class 12th or equivalent exam, but you may opt for skill development programme under skill India for short term courses for interior designing that would help you learn the required skill.
