Yes, student with a cutoff rank of 3000 in JEE Main can get admission to IIIT Hyderabad, if belonging to the General All India category. The course available at thi rank for the General All India category is BTech in ECE. The last-round closing rank for admission to BTech in ECE was 4350 for the General All India category. Among the OBC AI category candidates, the cutoff rank for admission to BTech in ECE was 4398. Therefore, admission at rank 3000 is possible for OBC AI category as well.

IIIT Hyderabad admissions normally need applying through JEE (Main), DASA, UGEE, Olympiad, or Boards Mode modes, depending on eligibility for the program. Under the JEE (Main) mode, the only eligibility criterion is to secure a minimum of 60% marks in Class XII with prescribed subjects - Physics, Chemistry, and Mathematics. With 85% in your Class 12, this route might qualify you for admission, but you'll also require that you sit through the JEE (Main) and score well.
