The Distance/Correspondence B.E/BTech programs are not valid as per AICTE and UGC norms for employment purpose. Hence never be pursue. You may go with B.E/BTech lateral entry programs for best employment opportunities.

Yes, of course. It's Indeed nice to hear from you that in spite of some years after you have completed your BE and while you are working, you are thinking of studying and do your PG in engineering via distance mode. Just make sure that the institution or the university from which you intend to do your PG by distance education is having all the required statutory permissions.

BTech in distance mode is not recognized so it is difficult to say that you can be admitted to an M Tech.

I think, you can't do this. There is a huge difference between CE and civil engineering
CE is completely technical field.

AICTE is just council for technical education as it name suggest All India Council for Technical Education
For Approval in distance education the power is with UGC DEB and it is mandatory for colleges to get AICTE approval.
Further, to your question as per UGC MHRD notification B.Tech and M.Tech can't be pursued through distance and such a degree stands to be invalid.
