Sliding round might be beneficial, but please just don't be dependent on that round.

If you have freezed the seat and it has been allotted to you then it will be difficult to change the seat but if you have not freezed the seat and its in float condition then you can change.

If you're allotted any college in the first round or second round, then you have to pay the academic fee (40k) in order to participate in the next round. If you'll not pay it (after any allotment) then you can't participate in next round. You can only go to spot round then. If you're allotted any college in any round then freeze it and your academic fee will be managed in your college fee afterwards. As per last year, in order to participate in spot round, you have to pay 7k and it is non-refundable, whether you get a seat or not.
