1st cut-off was very low (around 100 for non-Delhite and 160 for Delhites). But third cut-off was gone upto 600. Many seats were unfilled, thus in spot counselling the cutoff rank for general category for CS in USIT was 1980. For outside Delhi, the cutoff was stuck on 180 on third round. If you get rank around 1000, you must try spot round as there is no difference between a Delhite and a non-Delhite in spot round (only rank matters).

Its nothing close to JEE. Exam consists of questions of average intellect. One should have PCM aggregate of minimum 55% to appear for the exam
Its based on the common syllabus of 11th and 12th. Unlike JEE, the questions aren't conceptual, like u don't need to apply formula from 5 different units to get a single answer. Revising properly from the notes of 11th and 12th will do the job. The formula based questions are easy to understand and there aren't usually any linguistic loopholes hidden within the question that you might miss in a hurry.
