Your IELTS score is not the only factor to decide your admission. The most important factors are your academics, work experience and GMAT scores. Unfortunately, you haven't mentioned these. I will therefore advice you to visit the university websites and check the entry requirements for yourself, for specific queries you can email them.

Yes, you will be eligible. I don't see any reason as to why you won't be. You must, however, take the IELTS to meet the English language requirements. Your SOP must be prepared accordingly.

Yes, it is a good option. Finance overall is a very demanding field, and if you are highly qualified and skilled employers will be interested to hire you. Get into a very good university and graduate with high academic grades. Check with the university beforehand about career assistance and internship placement opportunities they provide. You will also have access to other European nations, so check all these information with the university directly.

Which course you should pursue is something only you will know. If you are no good at coding you must first decide if you want to stick to this field or not. Also you must find out your interest.For example if you wish you can try Animation, Graphics, Game Design, Information System, Data Analytics etc. All these areas require a different skill-set. Alternatively you can check for other areas like management etc. First, decide why you want to go to Ireland and what your skills are. Make sure of your career interest and then go abroad.

Hi,
Please narrow down your choice based on factors like your budget, your profile and admission requirements of the universities, climatic and language preference etc. Based on your BE grades Germany and Canada looks next to impossible. Check this list, many options are available so it will help you finalize a country or university

Only by completing MS you won't be eligible for a PR. First you need to get a job and stay there for several years. You are advised to check the immigration website for details.
