If you belong to general category then you may not get CSE. However, if you are in a reservation category then you may get CSE in the physical round.

Yes, it is approx. 80000 only per annum for B.Tech courses and may vary for the rest. However, hostel and mess charges are not included in this fee amount if you apply for them.

If you are talking about CRL rank being a general candidate then, there are very few changes to get admission in YMCA UST. But, there is still hope, as the university have decided to add a new branch of Electronics and Computer Engineering, so possibly you can get admission.
