You may get admission in any private college on the basis of 12th percentage.

So in a clear scenario, Chitkara University is better. Placement which is the ultimate goal, a lot of stress is paid on that. You will get many options to do your Master's degree overseas. I am not sure if YMCA provides you with all this.

You can get admission in IT or electrical branch.

Based on your rank, you might get admission in CE, but I can't say for sure. You should apply for it though as there is a chance that you might get a seat during spot round.
However, if you belong to a reserve category, then your chances improve significantly.

It's not clear from your question about what you are asking but if you are enquiring about the annual course fee in YMCAUST, it's less than 1.2 lakh rupees.

YMCAUST does not offer CSE. Instead, it has computer engineering which is more or less identical to CSE. Also, YMCAUST is ranked higher than DCRUST in Haryana, so if you have a choice, go for CE in YMCAUST.
