As you mentioned CBSE, therefore, I am considering that you seek admission in BE/B.Tech.
For admission in NIT, you need to have minimum 75% marks in class 12th.
For admission in Thapar University, the eligibility criteria is as follows-
Minimum 60% marks in class 12th and at least 20% aggregate marks in JEE Mains 2017.
Or
At least 80% marks in 10+2 or equivalent examination with at least 15% aggregate marks in JEE mains 2017.

Lateral entry is a subject on which very less information is available. However, when I tried to find out, it emerged that it depends on a lot of factors including total authorised intake, students failed in the 1st year etc.

Lateral entry is normally restricted to within the state. So, if you are domicile of Punjab, then perhaps you can get admission laterally in PTU.

Being domiciled in Punjab, you will be eligible for admission within 50% quota of state candidates. However, Jalandhar is one of the older NITs and students prefer this compared with many other NITs. This results in much steeper opening & closing ranks.

Yes. All NITs have what is called as home state quota. 50% seats are reserved for domiciles of the state.

Presently NIT, Jalandhar is not considered a top college. Due to this, opening as well as closing ranks are quite relaxed. I feel that the minimum marks would be 200+. But may I ask why are you asking the minimum marks? You should dream of getting into IIT and that too of your choice. Once you have a dream, you should surely work towards it.
Best wishes.
