Yes, you can give the IIT JAM exam. All what anyone needs to give IIT JAM exam is to have Bachelor's degree or in the final year.

Although low but, yes with that much of rank there is a possibility that you will get IIT, otherwise try for a good NIT.

If you are among top 5 student of Your department/College then you can apply in IIT Gandhinagar on the basis of merit. Search IIT Gandhinagar early admit programme, there you will get information. Also IIT mandi offers admission without jam.

If you are speaking about Du then for it either you have B.Sc. Phy from Du itself so that if you have high marks then you could clear on merit basis or need to clear DU entrance exam. Jam score is not required for Du. On jam website they have mentioned about the institute where jam score is valid.
