As per my opinion and knowledge, Delhi University conducts an entrance exam for MA in economics and being a category student, you have much more chances of getting admission, it doesn't matter from where you have completed your graduation degree.

Both college are better for bcom but if u want my suggestion then Janaki Devi Memorial college is better for B.Com.

Just yesterday, there was big advert by DU asking students to go to their webpage and register for admission to any of the UG course. Its system is opening up today for registration of admission for UG courses. So just open the site and register yourself.

Forms will be available online on www.du.ac.in in May end or June starting.
You can fill the form, and wait for the merit lists.

I'm sorry to tell you that 59.6% is way too low for admission in any course in Delhi University. Look for some other institutions, mostly private institutions.
