In Japan, there are different types of scholarships. Some are given by the universities while some by the government. You can apply for scholarships during admission or after enrolment. For more details, visit the following links-
1. Scholarships offered by the individual universities - http://www.uni.international.mext.go.jp/scholarship/universities/
2. Scholarships offered by the Japanese government (MEXT)http://www.uni.international.mext.go.jp/scholarship/mext/
You should also check the Japan Student Service Organization (JASSO) website.

Very little is known about studying in China. Studying in Japan is distinctly costly. I would advise you to pursue your B.Tech in India only. Of course, if funding is not a problem then you can go to Europe or to US for undergraduate studies. Added advantage is securing a job in MNC.

Entry requirements are different with universities and programs. You did not mention what you want to pursue, Bachelor's or Masters or PhD? Better guidance on requirements and eligibility can be provided if you mention a few details.

Students must also submit IELTS or TOEFL scores. Having work experience is preferred, but not mandatory for some universities. You must also check the language of instruction before applying, though most MBA programs are international MBAs and taught in English.

The eligibility criteria differs from university to university. The majority of the programs are delivered in Japanese, so you must keep the language of instruction in mind, when you apply.

It is not a bad option. Social sciences, business, law, and accounting, engineering, humanities and education are supposedly the most popular courses in Japan. Also, Japan is one of the world's most developed countries in terms of technology so not a bad option after all. However, challenges would be the admission process and knowledge of Japanese language.

If you are interested to apply for the universities offering programs in English, then you must check The Global 30 project or G30 by the Japanese Government. These are the best universities in Japan offering and developing new programs, which are delivered entirely in English for international students.
You can consider the below mentioned universities:
1. Tohoku University.
2. The University of Tokyo.
3. Kyoto University, etc.
