Yes, you can do you can prepare for CMA side by side while giving B.Com also fees for B.Com would be INR 10,000 to INR 20,000. It depends which or university is this.

Admission for MA in Political Science in JNU:
Eligibility for admission : Bachelors degree under 10+2+3 pattern of education with at least 50% marks in Social sciences and 55% marks for those who have Bachelors Degree in Science and technology disciplines. So you are not eligible for MA in Political Science of JNU.

You have chosen good institutions for your M.Sc. Biotechnology. But the choice totally depends on your personal preferences and career goals. AIIMS is known for its medical biotechnology research and JNU has more range of research in biotechnology. If you see AIIMS had an advantage of being a medical institute where you can get facilities but in JNU you will only lean towards research area. And also cost of living and such factors are there which you should consider.
