The BITSAT scores are not considered for admission into IITs. Only the JEE Advanced scores and your ranks determine your admission into IITs. I think you can get IITs, but if you don't, then go for BITS as you are saying that you are having a good score in BITSAT.
Both are almost equal but BITs Pilani is a private university, whereas IIT is a government one so fee structure will be a huge difference.

A candidate can attempt JEE Advanced a maximum of two times and that too in consecutive years. Candidates, who had appeared for JEE Advanced in 2016 are also eligible to appear for JEE Advanced 2017.
So you are not eligible to write it again.
