You got 98.7percentile in JEE Mains then your rank approximately 12-13k and you are qualified for JEE Advanced
The strategy to preparation for JEE Advanced you should complete basics of every chapter and most focus on the highest number of Probability chapter
And solve every JEE Advanced pyq and give mock test
You should not take panic
And focus on your questions practice.

To prepare for JEE Advanced in one month you must know all the concepts, basic to advanced level
And solve previous year question of JEE Advanced and give mock tests
To crack JEE Advanced in one month is so difficult but your strategy is to prepare most important chapters and practice

JEE is related to the engineering field, whereas NEET is related to the medical field. JEE and NEET are both held on an annual basis, and with limited seats, passing these exams becomes more difficult for students. Furthermore, the number of seats in medical colleges is much lower than in engineering colleges. Due to the lesser number of seats available in medical colleges and the high level of competition in NEET getting into a good medical college is challenging. As for difficulty level, National Eligibility cum Entrance Test is slightly tougher than Joint Entrance Examination-Mains but easier than Joint Entrance Examination-Advanced

There is total 2291 seats reserved for SC category students. You can definitely get a seat in some IIT with your category rank.

IIT Roorkee will be better as IIT Roorkee is a very good college with great placement offers. IIT Dhanbad in contrast has not much good placements than IIT Roorkee.
