No, you will not be disqualified from applying as a general category if you are unable to produce your OBC-NCL Certificate during JoSSA counseling. The general procedure is that if a candidate is unable to produce the required category Certificate like the OBC NCL Certificate in your case, then their CRL is considered for college allotment. The Common Rank List is your actual rank in JEE, whereas the category rank is your rank in each respective category. According to the previous year's JEE counseling guidelines, you are required to submit a medical Certificate during JoSAA (JEE) counseling. The format of the required medical Certificate is available in the JoSAA guideline and notification pdf. You can visit the nearest government hospital to get your checkup done and fill up the form accordingly. This includes height, weight, vision, etc. You need to get this form signed and get the seal of the designated authority. During the counseling process, you need to submit this format along with other documents.

It's possible that providing the wrong name of the post office but the right pin code on your counselling application could create a problem, as it may cause confusion or delay in the processing of your application.

No, the person isn't able to get admission in IIT, IIIT or NIT as the minimum requirement to get admission into these is 75% in HSC.
