No, you will not be disqualified from applying as a general category if you are unable to produce your OBC-NCL Certificate during JoSSA counseling. The general procedure is that if a candidate is unable to produce the required category Certificate like the OBC NCL Certificate in your case, then their CRL is considered for college allotment. The Common Rank List is your actual rank in JEE, whereas the category rank is your rank in each respective category. If your OBC rank is 50,000 and your CRL is 1,20,000, for example, you will be admitted to college based on your CRL rather than your OBC rank. In some cases, like issues with certificates, they may accept the undertaking, but mostly the CRL is considered.
