Yes, you can get admission in any government college. Some are based on merit, some require clearance of their entrance examinations.

BIT Mesra is a very good college for engineering but if you are not satisfied with your college then definitely you can attend CSAB counseling. The basic difference is that once JoSAA completes its process of admissions for the Indian Institute of Technologies, National Institute of Technologies and other colleges, the Central Seat Allocation Board CSAB conducts some special rounds (generally 2 rounds) to fill up the vacant seats of National Institute of Technologies, Indian Institutes of Information Technology, and other colleges (not IITs). In Joint Seat Allocation Authority (JoSSA) counseling, seats are allocated on the basis of the merit of the candidates, category, availability of seats, and select preferences by students. Students who will be allotted seats have to download the provisional seat allotment letter and an e-challan to remit the seat acceptance fee. Steps to download the provisional seat allotment letter:
1- Visit the official website of JoSAA.
2- Click on the seat allotment link.
3- Login using the JEE Main/Advanced roll number and password.
4- Click on the Submit button.

JoSSA is the counselling body of JEE Main and JEE Advanced so in same preference list you can apply for both NITs and IITs and depending on your preference and rank and seat availability best one will be allotted to you.

First of all, congratulations on your results. The JEE Main Cutoff for 2022 was recently released, and usually this cutoff is of two types: the qualifying cutoff and the admission cutoff. The admission cutoff for JEE Main will be the opening and closing ranks for each government institute like NIT and will be released by JoSAA (joint seat allocation authority). Based on the information you have given, you have fewer chances of getting into NITs or IIITs. Yes, you have to register separately for admission in B.Tech courses of Delhi Government Colleges. Colleges like NSUIT, DTU and IGDTUW etc. Admits students in B.Tech curses on the basis of JEE Main scores but these conducts separate own counselling.
