If your brother missed the date, then apply for other state wise exams such as MHT CET WBJEE. Make a list of various exams which are being conducted state wise and apply for them. Best of luck for your future exam.

No, you can't because the cut-off for Mains is 75 percent in 12th class. It doesn't matter how many marks in JEE marks you have, you should have 75 percent in 12th.

B.Tech Eligibility Criteria of NITs: Candidates seeking admission to the B.Tech programme at NIT are required to pass their 10+2 with Physics Chemistry Mathematics, and English as mandatory subjects. Candidates are required to secure at least 75% or 7.5 CGPA in aggregate. So you can not get NIT.
