Hello,
I hope you are doing well. If you are talking about the B.Tech branches i.e. CS or IT then you should start with IIITs as they are having CS branch and after that NITs are having CS branch.

The counselling for all IITs, NITs, IIITs and government. Funded institutes (under josaa) will start a week after the JEE Advanced result is declared. It generally starts in the 2nd or 3rd week of June. So keep in touch with josaa.nic.in. Where the whole counselling procedure and schedule will be posted. And further the other state government colleges may have started their own counselling on the basis of JEE MAIN. For that you have to visit their website.
Best of luck.

Hi there,
It would be difficult for you to get admission. But, you can check in the previous year's opening and closing rank of various colleges in JOSAA, to get a rough idea whether you have any chances in any of the colleges under JOSAA.

Hello,
Hope you are doing well. Spot round counselling is the 4th round of counselling where individual colleges can give admission to students on the basis of 12th percentage. An individual can directly go to any college for admission if his/her marks satisfy the eligibility criteria.

Hello Shiv,
There is no registration fee for taking part in JOSSA counselling. But after getting a seat if you want to accept the seat you have to pay seat acceptance fee and after getting admission through JOSSA conuselling your paid money will be considered as admission fee. Example:- If you paid (x) as seat acceptance fee and institute in which you are going to take admission charging you (y) as an admission fee, then you have to pay (y-x) for admission.
