If the upcoming exam is cancelled there most probably they would consider only JEE Main january and Hi might think over putting some weightage to intermediate marks but cancelling is not going to happen mostly as even JEE Advanced also must conducted or they might go online.

Your expected JEE Main Paper-2 AIR is about 10141. The last year closing rank at NIT Hamirpur in B.Arch course was 9328 under HS quota in general category. Hence keeping the last years of trends in consideration, your chances are moderate here.

No, not at all. It depends upon the category of students. The fee is higher for general and lower for SC/ST or PWD.

Yes, you are eligible to write JEE Advanced as you scored way above your cut off score of 32. You can get NITs, But write JEE Advanced as the cut off is very less for SC in JEE Advanced.
