Yes, it is necessary to give improvement exam of atleast 5 subjects to eligible for JEE. As this part is also mentioned in the JEE Mains information bulletin.

You can sit for JEE exam but you cannot apply for counselling of NITs. As per the JOSAA scheme, you need atleast 75% in your 12th to be eligible for the counselling of NIT's.

Yes, you can attend exams like above you mentioned but it is compulsory to get 75% in your 12th board and 65% if ST/SC candidate.
