Although you have not specified which category you fall under, the fact that you have not mentioned JEE Advanced or any NIT suggests that you are interested in applying to engineering colleges in your state. Yes if the registration window is open on JEE Advanced website. Generally the cutoffs for general candidate go as high as 90 percentile. So you will be eligible for registration.

Yes, you can get admission in Thapar if you also passed in 12th PCM with certain percentage usually above 60%. Keep in mind with these scores you can get admission but the branch you will get depends on the cutoff and counselling rounds. Most probable branches that would be available to you are : Civil, Mechanical, Electronics (Instrumentation and Control) Engineering, Mechatronics and Chemical. So make your decision accordingly because you won't get CSE in Thapar with 85 %ile.

Yes, you can take admission in B.Tech course in West Bengal. Not only in west Bengal, you can take admission in any other state as per your preference.

You will definitely get best university if you are scoring high in JEE. Since u have got 90 marks I think you would get above 93 percentile. So you can search for the college depending on the above using the below link
