Yes, there are some chances that you might get into PEC. There is no surety for it because 53 marks can't confirm your admission to PEC as it is quite a reputed institute, but you hold some chances so go and give it a try.

Your AIR will give better idea of college than marks. According to this year cutoff, 136 is really good marks and you can get state level college with nice branch. Getting a seat in good NIT's is a bit difficult if you belong to general category.
Cut off of JEE Advance is going to be a bit high because maximum marks were high for general category people.

It depends upon the rank of JEE Mains. 12th mark is just for your eligibility for JEE Mains. Depending upon the rank do check the JOSAA's previous year opening and closing rank to get an idea of which college and which branch you can apply for. About better courses, CSE and IT are presently the best in terms of placements.

As you have scored really good marks and have category also you have chances to get DTU but you also have chances for good nits and GFTIs so for you to decide I'm attaching a link, there you can check the opening and closing rank for the various colleges.

It is not possible for you to get NIT as the minimum percentage for SC category candidate for NITs and IITs is 65%.
Though you can try for GFTIs and still fill the choices for NITs too.

Uttar Pradesh Engineering College get the admission through UPTU and JEE score basis. All private and government colleges get the admission through these entrance so you can choose according to your rank and branch preferences.

Admission in PICT is through MHCET.
For all india seats, JEE marks are considered.
Next to impossible to get computer engineering in PICT general category with this score.
