Yes, as in 2016 there is a 40:60 ratio in board and JEE mains respectively. So, if you have good marks then you can get admission.

In 17 mark, you can't get any college, but you can apply for private college. If you wanted to study in best college then take a drop and prepare for class 12 and different entrance exam as JEE mains, BITSAT, VITEE, etc.

It is completely a personal thing. If you are ready to sacrifice a year and work super hard and be able to increase your score then I think you should go for it. But, that being said, let me tell you, only take this risk, if you are sure that the next year when you sit, you will be able to increase your score at least 3-4 folds. Because, your score is quite on the lower side.
If you have given any other entrance exams and scored a good rank anywhere and you are getting a good college then my advice to you would be to take admission over there and work super hard while in college to make up for lost ground. Otherwise as I said, every yea

It is very difficult to get admission in good NIT, but you can get admission in the last ranked NITs.

You can apply for the counselling of JEE and also for the state counselling by make sure that you just have to fill Govt. College. Otherwise, you will get any private college from your filled choices and that's not good for engineering.
