However, based on the previous year's cutoffs, with a rank of 12855 in the EWS category, you may have a chance of getting admission in some of the National Institutes of Technology (NITs) and government engineering colleges. The branch of engineering that you may be able to get admission into will depend on the availability of seats

Admission percentile and college life are two different aspects that are not necessarily related to each other. Admission percentile is a measure of a student's performance in an entrance exam, while college life refers to the overall experience that a student has while studying in a particular college. Admission percentile is an important factor in securing admission to a college or university. Most colleges and universities in India admit students based on their performance in entrance exams such as JEE, NEET CAT etc. The higher the admission percentile, the better the chances of securing admission to a good college or university. No, a student cannot appear for JEE Advanced in 2023 on the basis of their JEE Main 2022 score. To be eligible for JEE Advanced 2023, a student must qualify JEE Main 2023, which will be conducted separately. Moreover, appearing for JEE Advanced 2022 does not guarantee eligibility for JEE Advanced 2023. The eligibility criteria for JEE Advanced may change from year to year, and a student must fulfill the specific eligibility criteria for the year they are appearing in. It is recommended that you keep yourself updated with the latest eligibility criteria and exam information by regularly checking the official websites of JEE Main and JEE

You can get seat in NIT and IIIT with this rank and SC category. With this decent rank you have some chances of getting good branch in these colleges. Make your state NIT and IIIT as your priority as you have state quota so your chances of getting good branch increases. All the best.

Admission to state engineering colleges in India is determined by the cutoff score set by each individual college, which may vary based on factors such as the number of available seats, the number of applicants, and the difficulty level of the exam. Your JEE Main percentile score of 86.4 indicates that you have scored better than 86.4% of the total candidates who appeared for the exam. While this is a decent score, it may or may not be sufficient to secure admission to an engineering college in your state, depending on the cutoff score set by the college.

The Joint Entrance Examination (JEE) for admission to engineering colleges in India is conducted in two stages: JEE Main and JEE Advanced. For JEE Main the marks are calculated by normalizing the raw scores obtained by the candidates in all the sessions (if there are multiple sessions conducted). The normalization process takes into account the variation in the difficulty level of the question papers across different sessions. The normalized marks are used to calculate the All India Rank (AIR) of the candidates. The formula for normalization is as follows:
