JCECE 2018 Eligibility:
Candidates have to fulfill multiple eligibility criteria in order to appear for JCECE 2018. Candidates who does not fulfill any of the below mentioned JCECE eligibility criteria will be disqualified for admissions during counselling. The eligibility criteria for JCECE 2018 is as follows:
Criteria I Educational Qualification
Candidates are eligible to apply for JCECE 2018 if they:
Have cleared their Class 12 or equivalent examination from a recognised board. Have studied Mathematics and Physics as compulsory subject as well as

Yes, you can apply for JCECE but just a difference is Jharkhand student are eligible for scholarship programme and outside student are not eligible for scholarship and there's no other difference.
