You need to produce your domicile of Jharkhand at the time of admission into any of its colleges, so if you have it then you can definitely go for it.

JCECE 2018 Eligibility:
Candidates have to fulfill multiple eligibility criteria in order to appear for JCECE 2018. Candidates who does not fulfill any of the below mentioned JCECE eligibility criteria will be disqualified for admissions during counselling. The eligibility criteria for JCECE 2018 is as follows:
Criteria I Educational Qualification
Candidates are eligible to apply for JCECE 2018 if they:
Have cleared their Class 12 or equivalent examination from a recognised board. Have studied Mathematics and Physics as compulsory subject as well as

Just do not worry. Many colleges in Jharkhand accept the ranks of JCECE. Out of these, many indeed offer CSE. I am attaching a link that will give you all the required information about this.
