It is indeed great to know your desire to pursue PhD. It's great. Normally speaking, one can pursue Ph.D without attending any college. Hence, I feel it is perfectly possible to do what you are thinking. Firstly, you will have to clear entrance exam for admission. Then search and get accepted by guide. Then select research topic with guidance from your guide. Register yourself with university for this subject and guide. Then, you are on your own.

It's nice to know that you are interested in doing PhD. Almost all universities conduct entrance exam to weed out no serious students. Once you clear this entrance test, you need to look out for a guide in your subject. After this, with advise of guide, select your research topic, register by paying fees and you are on your way.

The admissions are based on rank in GATE / UGC-NET / CSIR-NET / SET/ CET.
In order to apply for admission, you need to fill the online application form (September 1-21, 2018).

Learning at any stage in life is most welcome. It's indeed great that after so many years also you have that spark for studies. These days UGC has prescribed some guidelines to universities as to the procedure for accepting students for PhD programme. Just check with registrar and you will come to know about this. Just follow these steps.
