According to me, JNTU Hyderabad offers great placement opportunities, while Osmania University has good faculty. You should compare the above universities on the criteria which suits you best. You can take the help of the link

It may be difficult you get admission in the first phase allotment itself to get CSE ECE IT with 9000 rank in Osmaniya or JNTU. Their cutoff ranks are very low.
Based on your caste, you have 60% chances of getting those colleges in 2nd round counselling/allotment.

You can technically switch universities, but it has a long procedure. You have to get approval from both the universities and it's VC has to approve your transfer. Usually students with a high number of backlogs might not be permitted for transfer by either of the university. So first contact the university you wish to get transferred to , and discuss your situation. Once they give the approval, request your present University for the same.
