Yes, JNU does expect you to have an adequate proficiency in the German language as an eligibility criterion. You can expect some preference for sure.

Unfortunately, you would not be eligible as one should have a minimum age of 17 years on 1 October 2018 and you would be of 16 years at that time.

Yes, of course you are eligible to appear for the JNUEE. The requirement is that one should have graduation in related / relevant subject. As you have economics in your graduation, you are eligible for MA in economics.
