When you pay, you get the receipt, there it is mentioned if it's refundable or not. You can talk to the management for refund, you can tell them the reason for withdrawing.

First of all, you need to check the last year's cutoff of different branches of different colleges for both the Home State quota and the Open State quota. Because 50 percent of seats are reserved for Home State quota students and around 50 percent of seats are reserved for Open State quota students. Your seat in JoSAA will be there but in case you get any seat in CSAB you will be allocated that seat and your seat in JoSAA will be forfeited so choose every college carefully in CSAB.
