Yes, you have the chance of second counseling. The seat allotted during 1st counselling remains unless you withdraw the fees from the college.

It is a UGC recognised university as per Sec. 2f of the UGC ACT 1956. Singhania University is situated at Pacheri Bari, District so it is definitely valid in India as a self education.

Of course you can join engineering If you have passed PUC with good marks because PUC is considered as an intermediate course (10+2). So, you are eligible for the different level of engineering entrance examination e. g JEE Main and Advance, state-level entrance examinations WBJEE JCECE COMEDK etc. ). And examinations conducted by elite private autonomic institutions like BITS-Pilani, VIT, SRM, Manipal University etc. If you are interested then go for it.
